South Sumatra KPH Comparative Study Trip to FMU Gularaya in Sulawesi

Implementation of the Regional Public Service Agency – Financial Development Pattern (PPK BLUD)

In reference to Law No.23/2014 on Regional Governments, all provinces in Indonesia, including South Sumatra, will apply changes to their government organizational structures, one of which will involve forestry. Provincial region offices carry out affairs of governance which will become the authority of the regions. Forest Management Units (KPHs) will most likely become Provincial Regional Office Technical Implementation Units (Unit Pelaksana Teknis Dinas Daerah Provinsi). In future, the challenge for KPHs will be in terms of economic management to achieve management towards self-sufficiency.

The South Sumatra Provincial Forestry Office and GIZ Bioclime took the initiative to hold a comparative study trip on the financial management pattern of a Regional Public Service Agency towards KPH self-sufficiency. For one week from 30 May – 3 June 2016, the South Sumatra entourage, consisting of 6 South Sumatra KPHPs/KPHLs, the South Sumatra Forestry Office, the OKI District Forestry Office, the South Sumatra Province Bureau of Organisation and Procedures (Ortala), and Bioclime, conducted a visit to the Gularaya KPHP in Southeast Sulawesi province. Gularaya KPHP is the only KPH that has succeeded in securing public service agency (BLUD) financial management pattern status.

Following the comparative study, KPH heads were expected to be able to build political communication with regional governments to apply PPK BLUD in partnership activities for the South Sumatra context. The following are some points in formulating ideas towards KPH BLUD in South Sumatra.

  • Build a shared commitment between KPHs through joint learning processes involving all South Sumatra KPHs
  • Prepare ROAD MAPs towards PPK–BLUD to suit different types of KPHs
  • Consolidate long-term forest management plans (RPHJPs) for those KPHs where organization has been established, and consolidate business plans for each KPH that already has an RPHJP
  • Pioneer PPK–BLUDs for KPHs that already have RPHJPs and business plans
  • South Sumatra Forestry Office helps KPHPs/KPHLs to build political communication with Ortala bureaus/law bureaus, BPKADs, through coordination and raising awareness of the PPK–BLUD KPH concept.

During the comparative study, the Head of Gularaya KPHP – Ir. H. Fajar Sudrajat, MS relayed the importance of building cooperation between KPHs and communities in a professional manner.

“Raise awareness of the concept that KPHs can provide goods and services, build a new image that KPHs can play a part in and contribute towards PAD (regional own-source revenue) through partnerships between KPHs and communities, utilize village potential, and utilize certain regions in a professional manner” (Ir. H. Fajar Sudrajat, MS, Head of Gularaya KPHP).
