2023 01 19 Hasil Identifikasi Kebutuhan Diklat SDM KPH di Papua dan Papua Barat em 1

FORCLIME implemented a Training Needs Assessment (TNA) for Forest Management Unit (KPH) personnel in Papua and West Papua Provinces between September and December 2022. The results of this TNA were presented at the Makassar Environmental Training Center (Diklat LHK Makassar) on 19 January 2023, as the Provinces of Papua and West Papua fall within the service area of Diklat LHK Makassar. The TNA for the KPH operating in Papua and West Papua Provinces was carried out through the application of a capacity development strategy that included studies that were completed at the levels of both system and policy; organization; and individual/HR. The hope is that the results of this TNA will be used as a reference by the Center for Human Resources Education and Training for Environment and Forestry (Pusat Pelatihan SDM LHK), as well as by environment and forestry training centers across the region, the Provincial Forestry Service and various other stakeholders in order to develop capacity building programmes for KPH personnel working within the two provinces. Among the important topics of note that emerged during this presentation and discussion were: (1) The limited number of human resources available in comparison with the overall area covered by the forest management units; (2) The need to strengthen KPH capacity during the preparation of forest plans (inventory, forest management plans - RPHJP, etc.); and (3) The need to strengthen the capacities of human resources working at KPH so as to empower the relevant communities. Meanwhile, at the organizational level, the working relationship between KPH and other institutions also needs to be formulated more clearly, while the availability of adequate budgetary funds for the implementation of the Long-Term Forest Management Plan (RPHJP) by KPH also needs to be increased.

During the meeting, the Widyaiswara (lecturer) Coordinator at the Makassar Training Center, Dr. Sujarwo, S.Pd, M.Sc., expressed his gratitude for the results of the TNA, as carried out by FORCLIME. According to Dr. Sujarwo, the two provinces possess unique socio-cultural characteristics that require in-depth analysis and the application of the right approach.

As a follow-up to this meeting, a seminar will be held that will convey the results of this TNA to the invited Forestry Service and KPH from the two provinces, as well as the LHK HR Training Center, the Makassar LHK Training Center and the technical directorate in charge of KPH development.
