Incomplete and inaccurate geospatial information can lead to delays in enforcing laws, subsequently triggering conflicts, a lawmaker says.

“We have laws that require government regulations on geospatial mapping,” Daryatmo Mardiyanto from the House of Representatives’ Commission VII said Thursday in Bandung at a seminar and workshop on revitalizing geospatial information management at the Bandung Institute of Technology (ITB).

In September 2009, President Susilo Bambang Yudhoyono committed Indonesia to a 26 percent reduction in greenhouse gas emissions by 2020, and up to a 41 percent reduction with international assistance, while growing the economy at 7 percent per year at the same time.

As emissions from forests and peatland forests account for more than 60 percent of Indonesia’s overall emissions, the concept of Reduced Emissions from Deforestation and Degradation (REDD+) is gaining traction as a critical effort to meet these goals.

A new map that identified 72 million hectares of primary and peatland forest as off limits to loggers failed to highlight key details necessary for ensuring its usefulness, activists said on Wednesday.

In an effort to tackle rural poverty and widespread forest destruction, the Forestry Ministry announced in 2007 that every year until 2004 it would designate 500,000 hectares of forest as community forest areas. Under the program, the ministry provides permits to residents to manage critical areas in production and protected forests, on the condition that they form groups to carry out forest conservation. Forestry Minister Zulkifli Hasan spoke with The Jakarta Post’s Hasyim Widhiarto about the program. Excerpts follow:

The government issued a new version of a forest map, revising down the size of primary forests and conservation areas in the forest moratorium to 55 million hectares.

The new map, posted on the Forestry Ministry website Monday, highlights 55 million hectares of primary forests and conservation areas and 17 million hectares of peatland estimated to store 1 billion tons of carbon.
