What we do

Strategic Area 1 of the FORCLIME (TC Module) provides policy advice and supports on FMU development, Climate change development, REDD+ development and forest fire prevention policies at national, provincial and district levels. FORCLIME provides advisory aiming at improving policy and regulation development in accordance with the national climate goals (NDC), the principles of “good governance” in the forest sector and the biodiversity conservation goals.

What we want to achieve

We are aiming at an improvement of national and sub-national forest policies, regulations, and guidelines in line with the national climate goals (NDC), the principles of “good governance” in the forest sector and the biodiversity conservation goals.

Achievement of this objective by 2019 is measured by four indicators:

1. At least 2 new/revised national and 2 subnational regulations on the development of FMUs within the framework of the implementation of the Law 23/2014 that adopt experiences of TC project.
2. At least 2 national and 2 subnational regulations that link climate change mitigation in the forestry sector to the forest administration reform are available.
3. At least 2 new/revised regulations for the development of forest management include aspects of biodiversity that are based on the Indonesian Biodiversity Strategy and Action Plan (IBSAP).
4. A FMU concept for forest fire prevention has been tested in one province.

How we work

Our advisors working at the national and sub-national level draw on experiences gained "on the ground" with the establishment and consolidation of forest management units (FMUs) and the piloting of sub-national REDD+ initiatives. In this way national political and strategic decisions can be cross-checked against their practical feasibility in the framework of decentralized natural resource management and adjustments can be proposed. Stakeholder participation is an important ingredient in all our strategy development processes.

Since the Forest & Forest Fire Prevention policy, FMU and Climate Change & REDD+ of national and subnational stakeholders, we also put emphasis on cross-sectoral, intra- and inter-institutional cooperation in order to improve forest governance in Indonesia. In addition, our advisors participate in national, regional and international conferences on forest governance, climate change/REDD+ and biodiversity conservation to share valuable lessons learnt and to foster the exchange on current political developments as well as innovative approaches.
