With the intention of accelerating the implementation of the Regional Regulation (Perda) No. 13 of 2018 concerning the recognition and protection of customary law communities, FORCLIME has been actively involved in the process in Kapuas Hulu district, West Kalimantan, such as on a workshop organized by the Indigenous Peoples Alliance of the Archipelago (AMAN) on May 10, 2019 in Kapuas Hulu, West Kalimantan. Participants of the workshops were representatives from various organizations, including local government, NGOs, cooperation institutions, village heads, Temenggung (customary leader), Dayak Customary Council and Malay Culture Customary Council. The Perda stipulates rights and obligations of indigenous peoples, including the transfer of rights to customary forests.

The meeting discussed steps and requirements needed for the establishment of customary forests. Participants agreed to collaboratively encourage the district government to form a Committee for the recognition and rotection of customary peoples based on the Perda No. 13 of 2018. As a follow-up step, the regional government and the committee need to disseminate the regulation to the community. The committee that was formed by the regent has to develop guidelines for identifying, verifying and validating the customary boundary that will be proposed; composing the registration form; developing work plans; funding and establish cooperation with various NGOs and other institutions.
